  1. How is funding made available? 

    Line 426 funds are made available to the Ohio Education Council Network (OECN) to offset costs associated with non-public school Internet access.  In order to receive funding, schools must subscribe to a Data Acquisition Site such as NWOCA, connect to the Internet at a minimum speed of 1.5 MBps which is equivalent to a T1, adopt an Internet safety policy incorporating the use of filtering or blocking technology on computers with Internet access that complies with the Children's Internet Protection Act (CIPA), and apply for E-Rate Funding.

  2. How is funding dispersed? 

    Payments are made to NWOCA's fiscal agent treasurer where schools have allocation of their funds during the current school year.

  3. When do schools lose allocation of funds?

  4. What happens to funds not expended or encumbered during current school year?  

    Funds will be retained by NWOCA for services it supplies at its discretion to all non-public schools served by NWOCA.  These funds are commonly referred as the "Non-Public General Fund."

  5. What are the guidelines to using these funds?

    As expected, State funds are restricted.  The following is a listing of acceptable ways to expend funds:
  • NWOCA Annual Network Fee
  • Monthly T1 circuit and transport costs
  • Online electronic information resources for student use
  • H.321 capable videoconferencing equipment
  • Large screen computer projection devices
  • Replacement bulbs for computer projection device
  • Video capture/editing workstations and/or software (Windows or MAC computers that are equipped for video editing)

  • Integrated phone service (Voice over IP services)

  • Professional development services provided by NWOCA for training in Microsoft Word, Microsoft Excel, FileMaker Pro, and other software commonly utilized by students in schools.  Staff and students may attend training events offered at NWOCA for $20/person or request on-site training for $100 plus $50/hour for a maximum of 20 participants.

  • Hubs
  • Switches
  • Routers
  • Proxy servers
  • Ethernet cards
  • Replacement hard drives
  • Additional email accounts (Each subscribing school receives twenty email accounts that are included with the annual NWOCA service fee.  Additional accounts are $6/account)

  • Web account (One-time setup fee of $15/account for 10MB of disk space)

  1. How do schools get reimbursed for equipment orders?

    NWOCA must be the purchasing agent for equipment and/or services: NWOCA cannot reimburse schools.

  1. How can I verify my schools current account balance?

    Funding information is available from the State Subsidy web page where you can access an on-line summary page of your school's account by clicking on the Funding link.  Although records will be updated on a regular and consistent basis, please note the date posted at the top of the search form.    If you have questions regarding funding, please contact Julianne Lange at (419) 724-2200 ext. 2608 or (800) 472-5475 ext. 2608.

  2. For the 2004 - 2005 school year, how much money has NWOCA received on behalf of each school?

    NWOCA has not received any funding at this time.  However, we are projecting around $ 2,800.00
    per non-public school from the Ohio Department of Education.

  1. Can you provide examples of inappropriate uses of funding?

    Inappropriate uses of funding would include the following:
  • Internal wiring
  • Wireless LAN or WAN devices
  • Personal computers (excluding video capturing/editing workstations)
  • Application services such as student scheduling, grade cards, accounting, etc.
  • Application or file servers
  • Videoconferencing and/or networking equipment not in full compliance with ONEnet and/or SchoolNet guidelines

  1.  When using State funds to cover costs of equipment orders, who has "ownership" of gear?

    Ownership of equipment purchased with funding monies must be retained by NWOCA.  In the event your school should opt not to subscribe to our services, all equipment covered by State funds must be promptly returned to NWOCA.

  2. My school only has enough funding remaining to cover a portion of the cost of an approved item.  Can my school make-up the difference?

    While schools could do this, NWOCA does not recommend doing so, and would only approve such situations on a case-by-case basis. If there is a shared-cost item and the school opts not to subscribe to NWOCA, the state-funded share has to remain with NWOCA. We cannot sell the remainder of the item to the non-public school.

  3. Can funding help defray costs associated with UnitedStreaming membership fees?

    For the 2004 - 2005 funding year, UnitedStreaming fees are covered by NWOCA.

  4. Some of our school offices are located in the Parish Office.  Can these offices be connected to the school T1 line?

    The connectivity provided through State funding can be used solely for instructional support, and never religious business.  The connectivity can be extended to school offices that are instructional in nature.
